For renaming the voinames of regional TACs in the datafile to start
with a specified letter.
If voiname length would exceed 6 characters, the first letter is replaced.
Usage: dftvncor [Options] <datafile> <letter>
Options:
-h or --help
Print this message and exit
--version or --build
Print software build information and exit
--silent
Program works silently, printing only error and warning messages
--verbose
Program prints more information about what it is doing
